The CSLF held its annual meeting in Cape Town, South Africa, April 13-17, 2008. Highlights included a CSLF declaration of support for the G8 (Group of Eight) recommendations for near-term deployment of carbon capture and storage (CCS), and agreement on a mechanism leading to an updated CSLF strategic plan. Another important outcome was the approval of the Dynamis Project as the CSLF's 20th recognized project. Dynamis is the first phase of the multifaceted Hypogen program, which will result in construction and operation of an advanced commercial-scale power plant with hydrogen production and CO2 management.
Other results from Cape Town included agreements on appropriate initiatives and projects which would form an overarching strategy for removing the barriers for CCS; and creating successful pathways for Capacity Building as the vehicle for the transfer of technologies, knowledge, and experience about CCS to engineers, scientist, and policy makers in emerging economies.
The CSLF passed a resolution to increase the role of stakeholders in implementing the policy priorities, and recognized that the expertise from stakeholders is essential to removing barriers to CCS deployment, as they are ultimately responsible for using CCS technologies.
Several task forces gave presentations including the Project Interaction Review Team (PIRT), the Risk Assessment Task Force, and the Storage Capacity Estimation Task Force. The Technical Group endorsed the Storage Capacity Estimation Task Force's Phase III report. The Technical Group considers the work of this task force completed.
The "CSLF Roundtable Dialogue: How to Make CCS Work" technical workshop was held in the middle of the annual meeting. The workshop included expert panels on market incentives, financial aspects of CCS, and a legal and regulatory roundtable. A CO2 trading simulation exercise gave participants greater insight into the challenges and complexities of evaluating the technical and commercial aspects of meeting a country's carbon abatement needs.
