The CSLF held its 3rd Ministerial Meeting in London, U.K., on October 11-14, 2009. The highlight of the meeting was the Ministerial Conference on October 13th (photos from this event are available at flickr: Carbon Sequestration Leadership Forum). Energy and Environment Ministers who attended the Conference endorsed carbon capture and storage technologies (CCS) as a key component of international plans to combat climate change. In addition to calling for additional CCS projects on a global scale, the CSLF Ministers:
- Agreed the viability of CCS as a key mitigation strategy “should be appropriately recognized in international agreements, in particular, in the new agreements under the United Nations (UN) Framework Convention on Climate Change;”
- Encouraged the Major Economies Forum to “accelerate deployment of CCS globally and particularly in developing countries;”
- Emphasized that cooperation and knowledge-sharing on CCS “needs to be increased between developed and developing countries;” and,
- Announced initiation of a CSLF Capacity Building Program and increased efforts to "cooperate on capacity building with other multilateral institutions."
The Ministers also called on delegates to the December 2009 UN Climate Conference in Copenhagen to “recognize the importance of CCS in mitigating climate change and in achieving the Convention’s ultimate objective of stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system.”
Other results from the Meeting included:
- Welcoming of Poland as the CSLF’s 24th Member.
- Recognition of 10 new collaborative projects.
- Launch of a major new capacity building initiative.
- Election of Norway as Technical Group Chair and Australia and South Africa as Technical Group Vice Chairs.
In addition, progress was made in several other areas:
- The Technical Group’s Risk Assessment Task Force presented its Phase 1 Final Report and is proceeding to Phase 2.
- The Policy Group’s Financing CCS Task Force presented a preliminary “Framework of Risks and Rewards for Commercial Deployment of Projects with CCS” report.
- The Policy Group’s Communications Task Force presented its communications and outreach plan.
- The report from the CSLF-sponsored “CCS: Bridging the Commercial Gap” workshop presented a set of recommendations in support of the International Energy Agency’s report to the Group of Eight (G8) on the launch of the 20 first large-scale carbon CCS demonstration projects by 2010.
