Lake Charles Exports, LLC - FE Dkt. No. 11-59-LNG

The Office of Fossil Energy gives notice of receipt of an application filed May 6, 2011, by Lake Charles Exports, LLC (LCE). LCE is seeking long-term authorization to export up to approximately 2.0 billion cubic feet per day (15 million metric tons per annum) of domestically produced liquefied natural gas (LNG) from the LNG terminal in Lake Charles, Louisiana, owned by Trunkline LNG Company, LLC (Trunkline LNG) to: (1) any country with which the United States has, or in the future may enter into, a free trade agreement (FTA) requiring national treatment for trade in natural gas and (2) any country with which the United States does not have a FTA requiring national treatment for trade in natural gas with which trade is not prohibited by Unites States law or policy. LCE requests this authorization for a 25-year term commencing the earlier of the date of first export or ten years from the date of issuance of the authorization requested.  LCE is a jointly-owned subsidiary of BG Group plc and Southern Union Company.  The liquefaction and export facilities would be the subject of an additional service agreement between BG LNG Services (BGLS) and Trunkline LNG, who together are jointly developing plans to install liquefaction facilities to enable exports of domestically produced LNG.  LCE will purchase LNG from BGLS under a long-term LNG export contract.  F.R. Order 2987 Granting Long-Term Authority to Export LNG by Vessel from the Lake Charles Terminal to Free Trade Agreement Nations was issued on July 22, 2011.  Order 3324 Granting Authorization to Export to non-Free Trade Agreement Nations was granted on August 7, 2013.
