Sabine Pass Liquefaction, LLC – FE Dkt. No. 13-42-LNG

The Office of Fossil Energy gives notice of receipt of an Application filed April 2, 2013, by Sabine Pass Liquefaction, LLC (SPL), seeking long-term multi-contract authorization to export domestically produced liquefied natural gas (LNG) in an amount up to the equivalent of 88.3 billion standard cubic feet of natural gas per year, pursuant to the LNG Sale and Purchase Agreement between SPL as seller and Centrica plc as buyer, dated March 22, 2013.  SPL proposes to export LNG from the proposed fifth LNG production train at the liquefaction project currently being developed by SPL and its affiliate, Sabine Pass LNG, L.P., at the existing Sabine Pass LNG import, storage and vaporization terminal in Cameron Parish, Louisiana.  SPL requests authorization for a 20-year period commencing on the earlier of the date of first export or eight years from the date the authorization is issued.  SPL proposes to export LNG to 1) any country that has, or in the future will have, the capacity to import LNG via ocean-going carrier, with which the United States has, or in the future enters into, an FTA requiring national treatment for trade in natural gas, and 2) all countries that have not entered into an FTA with the United States requiring national treatment for trade in natural gas, which currently have or in the future develop the capacity to import LNG, and with which trade is not prohibited by United States law or policy.  A federal register notice will be issued for the non-FTA portion of this application.
