Summary Report - 3rd Quarter, 2002


The Office of Natural Gas & Petroleum Import & Export Activities prepares quarterly reports showing natural gas import and export activity. Companies are required, as a condition of their authorizations, to file quarterly reports. This report is for the third quarter of 2002 (July through September).

Attachment A shows the percentage of takes to maximum firm contract levels and the weighted average per unit price for each of the long-term importers during the 5 most recent quarters.

Attachment B shows volumes and prices of gas purchased by long-term importers and exporters during the past 12 months.

Attachment C shows volume and price data for gas imported on a short-term/spot market basis.

Attachment D shows the gas exported on a short-term/spot market basis to Canada and Mexico.

The Puerto Rican imports are shown in the tables above and on the next page, and in Attachment B-1. These imports are not reflected in any of the totals found on this page, as the summaries are only for trade pertaining to the continental U.S.

A new feature has been added to the Report this quarter. It is a table of exports by month and by point of export. It can be found just after the point of entry table.

During the third quarter, 4 importers of LNG (BG LNG Services, LLC; CMS Marketing Services and Trading Co.; Distrigas Corp.; and El Paso Global Gas (Cayman) Co.) brought in 29 cargoes from 5 countries (Algeria, Nigeria, Oman, Qatar, and Trinidad), totaling 62.5 Bcf. This compares to 27 cargoes and 66 Bcf in the third quarter of 2001, and 31 cargoes and 71.1 Bcf last quarter.

Third Quarter Data: Natural gas imports under all long-term contracts totaled 205.6 Bcf, compared to 240.0 Bcf in the third quarter 2001. Long-term Canadian imports decreased 15.6 percent (190.1 v. 225.3 Bcf). The average price of this gas was $3.22 per MMBtu, which is 20 cents lower than the preceding quarter and 13 cents higher than the third quarter 2001. Long-term LNG imports increased 5.4 percent compared to the third quarter 2001 (15.5 v. 14.7 Bcf). Distrigas imported 15.5 Bcf from Trinidad at an average price of $2.96 per MMBtu, but did not have any imports from Algeria. Duke did not import any LNG under its long-term arrangements.

During the third quarter, 92 companies used short-term authorizations to import 902.9 Bcf, which is a 12.9 percent increase over the third quarter 2001 (799.5 Bcf). Of this total, 855.9 Bcf was imported from Canada at an average price of $2.70 per MMBtu, compared to 748.2 Bcf at $2.84 in the third quarter 2001, and 720.4 Bcf at $3.06 in the previous quarter. There were no imports from Mexico this quarter. Short-term LNG imports totaled 47.0 Bcf for the quarter, compared to 56.6 Bcf last quarter and 51.3 Bcf in the third quarter 2001. BG LNG imported 4.7 Bcf from Algeria at an average price of $3.03 per MMBtu; 10.5 Bcf from Qatar at $3.08; 3.0 Bcf from Oman at $2.85; and 9.6 Bcf from Trinidad at $2.97. CMS imported 2.7 Bcf from Nigeria at $3.25. Distrigas imported 11.3 Bcf from Trinidad at $3.29. El Paso imported 5.1 Bcf from Trinidad at $2.81.

In addition, 21 short-term export authorizations were used to export 124.1 Bcf. Fourteen companies exported 39.1 Bcf to Canada at an average price of $2.95 per MMBtu; 7 companies exported 85.0 Bcf to Mexico at $3.12; and 16.8 Bcf of LNG was exported to Japan at $4.17 (delivered).

Year to Date Data: Comparing the first 9 months of 2002 with the first 9 months of 2001, total gas imports increased 0.5 percent (3,082.3 v. 3,068.1 Bcf) and total gas exports increased 44 percent (368.6 v. 255.9 Bcf). Canadian imports increased by 66.1 Bcf or 2.3 percent (2,921.2 v. 2,855.5 Bcf); Mexican imports decreased 76.7 percent (1.7 v. 7.3 Bcf); and LNG imports decreased 22.4 percent (159.4 v. 205.3 Bcf). Exports to Canada increased 16.2 percent (128.4 v. 110.5 Bcf) and exports to Mexico increased 96.5 percent (193.6 v. 98.5 Bcf). LNG exports to Japan remained constant (46.6 v. 46.9 Bcf).
