Strategic Petroleum Reserve - Project Management Office
The Project Management Office (PMO), based outside of New Orleans, LA, is responsible for carrying out the operational aspects of the Strategic Petroleum Reserve's (SPR) mission. The PMO oversees the day-to-day operations of the major crude oil storage sites and logistical facilities for the nation's emergency oil stockpile. The four operating sites, Bayou Choctaw, West Hackberry, Big Hill, and Bryan Mound, are located along the Gulf Coast of Louisiana and Texas.
The PMO's responsibilities cover multiple activities, including maintenance and operations; engineering and construction; security; environmental, safety and health; financial management; quality assurance; acquisition and sales; information technology; and miscellaneous supporting functions.
The PMO and its sites operate with a federal workforce of approximately 100 full-time equivalents. Major contractors and subcontractors provide services that support the SPR's program, as it relates to overall management and operations, security, design, construction management, and technical and business management activities. Contractor employees total approximately 1,000 full-time equivalents.
